Uptown N passengers at Bay Pkwy need to go to Coney Island anyway, so they can transfer to the F at Coney Island for Manhattan service to avoid huge delays from 36th St to DeKalb. Uptown D passengers at 25th Ave can use the already rerouted N train which is on the D line, and transfer at 4th Ave-9th St (if the D were to go up the F line). Waiting 10 minutes for an additional train is far quicker than sitting through 20-30 minutes of delays.

The D/N are duplicate service southbound along Sea Beach and duplicate service northbound along West End. No need to duplicate service northbound along West End when there are severe delays. At least this weekend there's an escape for N/R/D passengers at 4th Ave-9th St for F service to Manhattan (last weekend uptown F trains were skipping that stop.)
