So, yes, they ARE building the current order in leased space, and, yes, they are threatening to go elsewhere for the "permanent plant". But, as w/NY, PA, MA, who all insist on in state assembly, if Kinki goes outside CA they will still have to do a certain $$ % of any future contract in state, and likely within the service area of the purchasing transit authority. M-K got the BART C-2 contract by leasing a final assembly plant in Contra Costa County. LAMTA will be a customer for subway cars for both the Purple extension and at some point replacing current Red/Purple stock. "Market driven behavior"? |
