At what point can they start scrapping the 1K's ?

After roughly 25% of the 300 car option has been put into service.

As it stands now WMATA has committed to procuring 428 cars:

Base order64Dulles Phase I
Option 43001K replacement
Option 164Dulles Phase II

Funding for the remaing 320 has not been committed:

Option 2130Fleet growth to support 75% 8 car trains
Option 31004K replacement
Option 590Fleet growth to support 100% 8 car trains

In my opinion I believe WMATA should procure another 500 cars to allow 150 second headways (30 TPH). At present WMATA is running a mix of 6 and 8 car trains at roughly 180 second headways (20 TPH).

The train control and signaling system on all but the Silver line is designed to support 90 second headways (40 TPH), the train control and signaling system on the Silver line is designed to support 185 second headways (19 TPH).
