If Amtrak riders would simply boycott Penn Station New York, this would stop on its own without additional regulation.

???

If I want to go from downtown NYC to another downtown in the NE Corridor, using NYP takes the least amount of time, even with the ridiculous boarding procedures. Why would I boycott NYP, possibly for years?

Would you also recommend that NYC air passengers boycott JFK, LGA, and EWR, and instead use an outlying airport (like Islip, White Plains, or Stewart) that requires a long trip and change of planes just to protest TSA indignities at those airports?
