I already knew about the construction project. The F train was on the express track, but any train on the northbound express track at the Briarwood Van Wyck station wanting to access the northbound Hillside Ave express track must come to a complete stop, and the T/O must punch for the n/b express track. If the trains no longer have to punch for n/b express track then this means that the n/b 179TH St bound E trains can go express just like the s/b E trains that depart 179TH St.
