Because the increase in speed for grade separated transit (not necessarily heavy rail, although ZPTO would be a big plus) is so much greater. So long as the capital costs are kept in check and it doesn't go all SAS on us, then it doesn't have to go tremendously fast to provide a much better value for money. There is so much room for improvement for rapid transit construction costs that Phoenix would be an ideal place to try to build a low cost grade separated rapid transit line. IMHO going to something like the single bore tunnels used for Barcelona's Line 9/10 could go a long way toward reducing capital cost:
