Why a heavy rail subway system, when light rail would be much less expensive?

FWIW, if you can get costs near what Vancouver pays for SkyTrain, it starts to scream, "go ZPTO". Phoenix isn't the kind of place with lots of old railroad and interurban ROW that can be reused*, and unless you're going with considerable grade separation, you're going to end up with a system that's a bit hamstrung, especially as the light rail network ends up going rather far out on arterials to serve far flung suburbs. In contrast, with a ZPTO system, you'll get much higher average speeds, and can ramp up service for peak times or special events without worrying about employee scheduling or overtime.

*One could argue that if you're in a place where you can complement your light rail network with a good regional service, then it works. If your plan is to just run 35 mph MAX light rail cars into a deep suburb, then you may really want to reconsider that plan.
