Another factor to consider, though, is that we're dealing with a train full of unsecured objects, er, sorry, passengers. Even if the brakes are capable of stopping the train in time to prevent a collision or derailment, if the braking is too abrupt, passengers could be seriously injured or killed simply on account of being thrown around the inside of the cars. Determining the right amount of braking force in such a situation may involve a balance of sorts. Also, the emergency brake can be applied maliciously or incompetently by a passenger, which has to be considered in determining how it will work.
