I've only been "hassled" twice, once by AMTRAK police and once by Norfolk Southern Police. In both cases, I was simply asked not to trespass on railroad property. As to whether riding the city hall loop is a permitted activity goes back to whether the track is considered main line or yard track. There have been bulletins issued periodically over the years either permitting passengers to ride the loop or at other times, not permitting the same activity. The average person would certainly not be aware of the bulletins so I suspect that the prudent thing to do is be guided by the conductor's announcements. |
