I like the new proposal. The current signs are horrible at conveying information - all one sees at a glance is "NO SERVICE", and must look closely at the tiny date and time text to figure out if the sign is important or not. The calendar is a fantastic solution.

The other problem I see (and maybe this is addressed in the report, I haven't read it yet) is that there appears to be little standardization of sign contents or format. Of course, no two GOs are alike, but the signs seem to be produced ad-hoc with little regard to things like organization of service alternatives, explanation of reroutes, etc. Just listing them in a consistent location, size, and layout would do wonders for making the signs easier to read.
