Very typical of governmental administration. Here in Suffolk County small claims court is a joke. Several years ago I had an occasion to sue someone.

I went down to 3rd District Court to file the papers. - 8 mile R/T
I brought my paperwork and checkbook with me to save a trip. I filled out the paperwork and paid a fee.

Since I am a corporation, my case has to be heard in the morning, not evening, costing me billable hours. The case is called for 9AM. I show up at 8:45 AM and join the line waiting to go into the building.
The lazy asses running the building don't open up the doors until 9:15 AM. After clearing the metal detector I am to go to a certain court room. At 9:50 AM a young lady appears from a back office and says that the arbitrator is going to be late. He shows up at 10:20 AM. Since the defendant wasn't there I had to sit through first call.

Luckily my last name begins with an "A", so I was the first one on second call. I go up to the arbitrator tell my story. He asks me a few questions, and tells me I'll have his decision in a few days. Another 8 mile R/T plus two hours wasted.

I get the decision the next day, along with instructions that I have to try and collect on my own. If unsuccessful, which I was, I have to go back to that court. I have to swear that my efforts were unsuccessful and pay another fee. Plus pay another fee and waste more time and another 8 mile R/T

Think the story is over now? No way. I now have to take the last piece of paper and drive to the county clerk in Riverhead. A distance of 40 miles one way. Plus pay ANOTHER fee to have the judgement recorded. Then go another 20 miles further east to Westhampton Beach to the Sheriff's office to begin collection action the debtor and, of course, pay another fee. Even if all these fees are added on to the judgement, I realized that my time was worth more doing other things than wasting it on that loser.

Sorry to have been so verbose, but it's an example of how the government doesn't give a sh** about anybody.
