The "people" who do this need to be punished severely. Many are not otherwise criminals, so they may not be used to jail and strip searches. I've heard of Europeans coming to NY just to say they vandalized something here. Six months in a real lockup, for a first offense, (no work release) would do it for most- and would deter many others.As for those who are violent criminals or gang members, well, obviously, why are they out and about in the first place? |
