Why?

On a highway with speed limit 70, an exit ramp may say Exit Speed 30. Everyone knows you can't wait until the last second to slow down.

It would be different if there were automatic equipemnt that forced a gradual slowdown if the engineer failed to do it, but there isn't, at the moment.
