Thanks, just remembered another factor. Iron brake shoe friction decreases with rising temperature. So as the generated energy is going up with speed, the braking capacity is being reduced by the high temperatures that the shoes would be raised to.

The engineer's lesson to my conductor friend was that you just could not let the speedo needle waver above 22mph, you absolutely had to stay below. The reason they didn't just make the trip at 15mph was of course the economic one of getting over the road in the 12hr limit, it was a 150 mile division and had two hills like this one.
