CAF is not on NYCT's approved supplier list as a carbuilder. If they want to win this contract on their own, they'd first have to get qualified by going through a loan agreement process, basically building a train on their dime to prove it will work. Rotem started that route a few years ago but gave up.

As it stands now, approved suppliers for the R211 are Alstom, Kawasaki and Bombardier (or any combination of the three). CAF can potentially be brought as a subsupplier to one of these three building someone else's design (similar to what Alstom ended up doing on the R160). Given their ability to build stainless shells and that they're in New York, I see this as a strong possiblity.
