It's difficult to say these cars were ordered as part of a piggyback order because the NWP, Interurban, and Pacific Electric were all subsidiaries of Southern Pacific. Assuming they're all the same type of car from the same manufacturer, saying they're piggybacks is a bit like saying the M3s ordered by the LIRR piggybacked on the Metro-North order of the same.

One has to wonder at how different California would be today if Arthur Jenkins hadn't been corrupted by the NCL into providing patently false testimony before the CPUC about the impact of abandoning PE. LAMTA was involved by 1953, just four years after the abandonment of the Pacific Electric, so it's not that great a stretch to imagine the City government stepping in to protect their citizens from NCL's liquidation.
