When I was a kid, age was the deciding factor. Up to age 5 you were free, 6 and up full fare on the subway.

Lot of cities (phila. comes to mind at 42 inches) used height, because you can fake age more easily than height.

I don't know when they changed to height on the MTA. As to fairness, it's always unfair to somebody when someone gets on the subway free while another pays, and there has to be some dividing line. In a way height makes more sense, if you consider that a smaller kid (as opposed to simply a younger kid) can sit on a parent's lap. IIRC non-paying kids were not supposed to be taking up a seat, though I don't know when they ever enforced that.

Whether a parent can afford it is not an issue as deciding between age and height.
