I read about this a while ago:

Part of the problem was, back when the old Penn Station was torn down in 1963-'66 to make way for the current MSG and 2 Penn Plaza, the neighborhood surrounding it was much different and also (like a lot of Manhattan at that time) rapidly deteriorating. Without the current MSG, the old Penn Station likely would have become a haven for crime in the late 1960s, '70s and '80s that would have been many times worse than the Penn Station that we now know, basically because of how massive that station was. Add to it the old MSG on 8th Avenue between 49th and 50th was very rapidly becoming obsolete (for sports, it could have lived on for another 15 years or so as a concert venue and for smaller sporting events along with the current MSG), and it was a no-brainer to do what they did with MSG back then, especially since the only way the old MSG could have been modernized would have been to expand it from 48th-51st Streets and 8th-9th Avenues.

Now, I would be looking as some have suggested at 9th-10th Avenues from 28th-30th Streets for a new MSG about 10-15 years from now that could be built high enough up to hold 30-35,000 (plus sufficient luxury boxes) for basketball and allow MSG to even make runs at getting the Final Four, as 35,000 would probably be big enough for the NCAA to put it in a new, enlarged MSG. The renovated MSG buys MSG 15 years or so to make such a move on their scale. If that happens, THEN I would keep 2 Penn Plaza where it is, but rebuild a smaller version of the old Penn Station next to it (including being able to build on top of it, the failure to do so being what doomed the original version) while keeping the existing entrances.
