125th Street should happen. Remember, a considerable portion of that tunnel was built in the 1970s.

What could wind up happening there is the last part of Phase 2 is done as elevated coming out of a portal near the end of the existing tunnel portion (around 120th Street or so) with an elevated terminal at 125th Street/Lexington Avenue (since that would be cheaper) and provisions for two things:

1. An eventual extension all the way across 125th Street to 12th Avenue (which I think could happen anyway with Columbia University's massive expansion).

2. A future extension to the Bronx via a rebuild of the Bronx portion of the old 3rd Avenue El that itself could include provisions for a future rebuild of the Manhattan portion of that line.

Any elevated portions would likely be built both for cutting WAY down on noise and to better withstand Sandy-like storms.
