At this point the cheapest option is to keep both South Ferry stations closed to the public, to wait for federal money to fix up the stations and what was damaged, to not bother with shuttle buses or other efforts to "restore some service"

The cheapest thing to do, at this point, is just to let folks coming to/from the ferries who NEED the #1 train to walk to and from the Rector Street station using the south-most end of the station.

So any grand talk or fanatasy plans are simply out of the question - because all will cost money. The MTA IS doing the cheapest thing possible right now, on one level.
