That's a dilemma that NJT themselves created (and Amtrak in part, but mostly NJT due to their choices in capital purchases). Amtrak of course was going to change the PRR's former electrification to 25kV 60Hz, and NJT rebuilt the Lackawanna lines to match that; then Amtrak backed off. But even though NJT did rebuild their Arrow IIIs, they left out automatic variable-tap transformers, which the ALP-44s that they had gotten before the Arrow rebuild did have. So it's technically not measured by "need for MUs" but utility of MUs, and self-imposed by NJT at that.
