Trains from Myrtle, Lexington and 5th Ave/Culver could use the upper loop to terminate trains that could not be run to Park Row. Fulton St could not. Fulton St was jury-rigged into Sands St at a later date, with the Tillary St connector allowing access to the lower level. That meant trains not running to Park Row had to use an extension on the southern end of Sands St for passengers transferring here. This was a thru station, not a terminal and so it was probably just easier to turn the trains at the nearby Fulton Ferry terminal. I would imagine demand at Fulton Ferry after 1924 would have reversed, with westbounds more crowded in the AM (for people who lived at the foot of the bridge to access Sands St and other trains to Park Row).
