Maintaining a fare to enter the system has social merits that many may not agree with. The redeeming social function is similar to a smutz filter.The bad guys, who do not respect the law, will bypass the fare control point and attempt to ride for free. This provides NYPD with a good opportunity to stop the individual, obtain ID, conduct for a warrant, issue a summons, and make an arrest if the warrant check is returned as a 1018. No to mention perform frisk of the individual under probable cause. No only a fare free transit system increase occupancy of mobile Homeless Hotel, but would add to the opportunity of felons to roam the transit system to search for prey. |
