When SEPTA was created, it started to eliminate all surface streetcar lines until all were bustituted. 15 (Girard Avenue) was put back ONLY because the CITY wanted it. What did SEPTA do? They only sent 18 PCC cars to Brookville for rebuilding. If more than 3 cars are out of service, buses are used since there are no spare cars. Some fans call SEPTA NCL (National City Lines) reborn.
