The cost of living did not increase by 10% over the past 3 years It is a little more complicated than that. NYC uses pattern bargaining, which means that the playbook of negotiations, if you will, is based heavily on how things have planned out with other workers. That means that when the TWU and MTA sit down to negotiate a contract they are going to look at the last contracts from 1199, DC37, UFT, etc. and in all likelyhood negotiate a tradeoff between money and work rule changes so that the raises TWU workers get will mirror the raises that other city workers got in the round of contracts. Sound strange, I know. And the truth is that this can work out well or poorly for workers depending on the circumstances. In the last contract, the TWU did quite well despite a pitiful economy because the economy was doing well when the first unions in that round of negotiations settled their contracts. At that same time, there have been many occasions where union workers get far less of a raise than the cost of living increases. Why? Because the economy was doing poorly when the first unions in that round settled their contracts. Thus, when the economy was booming in the 90s and lots of private section workers were getting raises, lots of city unions were taking 0's because that was the pattern. (Of course, to extrapolate, it is unlikely in this round of bargaining that TWU will do well, as other unions have suffered... and in the end it probably won't make any difference how much extra money the MTA has, just what other unions have negotiated.) |
