The entire need for Ride On is IINM because WMATA wasn't adequately serving the market.I suspect the bonus may be that Ride On is cheaper to operate than WMATA due to differing cost structures. So for Montgomery County, it may be better to have Ride-On provide service than to pay WMATA. |
