Incorrect. WMATA's signal system is nearly identical to what NYCT has, the primary difference being there is no signal lights at the boundaries of the blocks. Speed command are displayed on the operators console in lieu of track side signals.

In order to accommodate a motorman and conductor the rolling stock would have to be modified to allow the conductor to open and close the doors, if the purpose of having a conductor to open and close doors is what is had in mind.
