Due to the issue related to the Fort Totten wreck of 06 22 2009 and the fact that the hardware failure that caused that wreck has not been fully replaced system wide. This is a cover their ass deal. When all of the line side hardware is functioning properly to designed specification the railroad can be operated without the need for Central Control.
