Alternatives to Expanding Existing Terminals

How about instead of spending billions of dollars expanding access to existing, overcrowded terminals, we instead start using some of the former terminals for the overflow capacity. Why can't we rebuild the north shore line on Staten Island, put in a connection to the NEC, and use St George? A ferry ride to Whitehall is just as good as the subway ride from Penn Station if you work downtown. The old CNJ Terminal is also accessible from both from RVL and NEC, as well as for any expanded service using the Bergen Arches. It too is an easy ferry ride to downtown. And on the Long Island side, why is it that there hasn't been any promoting or cross-ticketing of the new East River Ferry service at LIC? This incarnation of the ferry is a huge improvement over the previous attempts at this line. Hell, even Bushwick has the L train right there, although I'm not too sure how many people are really headed for the 14th St area other than NYU students. Hell even from Westchester, Long Island City is an option if you just string wire up to the river and run trains without shoes. Why do we spend billions of dollars, putting ourselves in an economic hole (albeit, for good reason) when there are perfectly viable options around that cost far less to implement?
