The panned shot, as it is called, comes from focusing on the moving object (I use AF, auto-focus) to get a clear image of the moving object in the foreground, while making the background look blurred (mainly used to emphasize speed and movement). You lightly tap the shutter button to get the focus points to highlight on the object, and to keep the focus on the object and move along with the object, and at the right moment fire the shot.

I always use auto-focus and auto mode (aka dummy mode), although as far as lighting and picture quality, I have begun playing around with manual settings, such as ISO adjustments, aperture and shutter speed.
