Its not about carrying, its about SERVICE TIME. The employee paid that time, not the TA. If as TD said the employee is vested, he does NOT lose that money. He can NOT get a refund of said money if he is vested, only a reduced payout by the retirement age. He might be able to take a full loan and pay taxes if he makes the trip to NYCERS before he goes to Livingston STreet to turn in his tools. If a 25/55 person gets fired, he reverts to 30/62 in which he receives payments at 62 with the reduced funds according to the years he would have needed. That is NYCERS law, not the TA's opinion. Only a Tier 1 can lose everything since he pays nothing out of his own pocket. |
