Nope - - according to the International Symbol of Access the definition of the acceptable use and access of a building which contains at least one sign of the international wheelchair symbol is the following:

For a building to show the ISA, it must at least have an accessible entrance and an accessible route to the internal spaces of the building. The purpose of the building will determine what other accessible provisions must be made.

A subway station which has the ISA sign therefore should qualify as "Indicating an accessible transit station or vehicle" - - one of the six qualifying criteria for the ISA. Fulton Street 2/3 does not meet that criteria - - if you claim there is nothing wrong with the sign as you claimed, then how come NYC Transit covered the ISA wheelchair symbol to the elevator at 42nd Street-Bryant Park
station?
