I had taken a course in GIS Law, and one case under discussion was later resolved with the judgment that a map is a "compilation of facts". This meant that you could copyright your map design, but not the information itself.

This is true. There was a case involving a telephone directory, where the defendant company used a published phone book as their case but checked the accuracy of each entry before publication. They won the infringement suit.

However ... If you are copying "facts" you are safe, but if you copy someone's intentional lie (e.g., a non-existent made-up street) you are not copying a fact, you are copying "art," or "creative content" which is the subject of copyright. So you are not absolutely safe by copying what you think are facts from a published map, and not independently checking them.
