Once Robert Moses got into power, the city could never again build mass transit on a large scale. He hogged most of the construction money for his highways, bridges and parks. The IND was completed under his watch only because the contracts had been let before he got into power and it had to be completed. Moses hated rapid transit and believed that it was obsolete, expensive and ugly.
