Locomotives didn't haul trains over the bridge. The bridge railway was cable, then electric (with some overlap).

There were steam switchers in cable days, but always at the west end of trains. Incoming trains coasted from the end of cable into the terminal; the locomotives pushed them (without coupling to the train) from the terminal out to the start of the cable; then reversed back into the terminal.
