That's a possibility. Given the crush loading these trains would have suffered, it's probable that you could not load and unload trains at the same platform. That would also explain why the front platform is PACKED and the foreground one is relatively empty. Remember that 1907 was the year before the IRT tunnel to Brooklyn opened. Not only do you have the entire BRT el and surface lines feeding the station, you also had LIRR passengers using it to get from the Flatbush Ave terminal.
