Well, there *are* tinted windows on the subway, mostly they have a special window that does not allow a passenger to see into the operator's position but you can see out the front window. The view is somewhat distorted which I have used to artistic effect.

There are transit/rail systems that do not have a forward view. BART comes to mind.
