use the already expended investment in CBTC to implement OPTO and save money while running more trains that will provide the same or greater capacity with more convenience to the passengers.

CBTC (or any other signal system) does not increase service level capacity. The BOT and TA used to operate 24 tph on the Canarsie Line. The proposed change will result in 20 tph during the morning rush hour. That's still only 80% of what they had before the CBTC investment.
