It does happen that way. SMS maintenance gives new components and precise settings under optimal conditions. (its easier to do maintenance when the entire car is disassembled). Once the "New" components hit the field, they don't remain new for long and the precise adjustments made during SMS are not quite as easy with seats and walls in the way - so performance tails off. Unfortunately, most maintenance shops do not have the luxuries of time and manpower to completely disassemble a car to do that level of work. The car maintenance allocations actually center around the overhaul shops and not the maintenance shops.
