This actually makes sense; I just hope it isn't abused. When government gets on board a good idea, one naturally wonders how it will get perverted into something completely unlike what was originally envisioned. I can imagine "police activity" including impounding all cellular phones on a train on the off chance that someone took a picture that might be evidence. Or straphangers will be encouraged to photograph people moving between cars or drinking a soda against the rules, and the person taking the photograph will get a cut of the fine. Sometimes it is better if government just keeps its hands off something altogether.
