no, cause it would have taken away MNCR trackage. It would not have solved on how to handle LIRR passengers without dumping hundreds of thousands of passengers in a already crowded GCT, so a seperate terminal hall was needed.
add to that tying in the 63th street tunnel to park avenue tunnel or lower level trackage would have disrupted MNCR trains for years.
