MTA has gone through great elaborations to say the upper level loop is ridiculous. Disruptive to existing buildings and MN service to construct, and permanently disruptive to MN to co-habitate with LIRR. The upper level loop tracks are also unsuitable for heavy use without frequent and disruptive maintenance. |
