Not quite so, Paul. NS' Water Level Route to South Bend hosts the Lake Shore and Capitol, times both directions -- 4 trains in 24 hours. Commuter/interurban service to South Bend is on a separate RR.
Yes, the BNSF ex CB&Q 'racetrack' has commuter trains and has for well over a century, however since BNSF freights can use the old ATSF without passenger trains because the Amtrak South West Chief has been switched to the old Burlington route. (As to capacity on the racetrack, before Amtrak, there were at least 11 passenger trains each direction between Chicago and Aurora.) It is on the ex Santa Fe where the newer larger yard was built. CSX has NO passenger trains on its Chicago to the east mainline.
