There is limited street capacity. Any street to Brooklyn College is very slow. There are no highways or boulevards anywhere nearby. While it may cost a $1 billion or more to make the Bay Ridge LIRR line usable for passenger service, that is the cost for less than 1 mile of the Second Avenue Subway. |
