Credit card minimums and surcharges are almost always a violation of the merchant's contract with the credit card company. Merchants do it anyway, but they can lose their merchant account if someone complains and the merchant is caught doing it. It's also bad business, because it annoys the potential credit card customer more than it makes the cash customer happy. When I see credit card minimums and/or surcharges, I try to shop elsewhere. I used to have a merchant account when I had my own business, and I played by the rules, so I don't have lots of sympathy for those who ignore what they agreed to do when they got the merchant account.
