I seem to remember reading that even the transfer between the downtown IRT and the IND was basically an afterthought. When the Bleecker St. southbound station platform was first extended south, they noticed that, if they didn't completely close up the new wall, there would be a passage to the IND Broadway-Lafayette St. station, which was just on the other side, with a floor at the same level. So they decided to leave the opening in place, since it essentially had zero added cost. It might even have been cheaper than completing a tiled wall between the stations.
