South to 23rd St., yes. Build a terminal station at Chelsea Piers. East on 23rd St. to 1st Ave.? I think not. Maybe the L can be extended west, then turn north under the West Side Highway to end with the bumping block around 18th St. A transfer passage could connect the north end of the L with the south end of the 7. The whole thing would need to be in bored tunnels so as not to disturb the highway on the surface. |
