It would sure seem that way. You can see the stub end of the City Hall branch at the mid-bottom of the photo. I also assume that service on the lower level of this elevated line was not in service when this photo was taken, as the lower level served Second Avenue El trains. Service below 59th Street ended on the Second Avenue El in 1942 and the City Hall Branch was torn down around 1950 or so. |
