If that's truly the case, then I wonder how much the cost would be to upgrade the existing ROWs to be acceptable for HSR vs building the entirely new ROW. As for the regional services, I still strongly believe that we absolutely need an improved regional network. An example could be a train running Chicago-Milwaukee-Fond Du Lac-Oshkosh-Appleton-Green Bay. Services similar to what is being provided in Illinois and Michigan, but at speeds as fast as physically possible on those ROWs and with the appropriate service levels (whatever those might be for the specific areas)
