But how to properly utilize the 4-track tunnel already built under Fulton? They would have to, at least, change the el structure from Rockaway Ave to Atlantic Ave to 4 tracks. Then, somehow merge the extra track with the Canarsie line or somehow tie in tracks to Bway Junction and draw off traffic from Jamaica. Otherwise, leaving the el structure at 3 tracks west of Atlantic would just add another bottleneck on top of the one at Hoyt-Schermerhorn, making the express tracks even more useless than the ones between Bergen and Church. |
